Let me save you $60, don't buy it. The entire game play of the the game is 'press x'. The hacking in the game is entirely fictional and has no thought into how or why it works. Most of the stuff you 'hack' is pointless (hack lights to change from red to green, but the AI don't obey traffic laws anyways. If you park somewhere and watch they just drive wherever and whenever they want, crashing into each other and driving away). The entire city is littered with pointless stuff that has absolutely no reason to exist except for you to hack, so who are you hacking anyways?
Also, a decent port to PC, but nothing great.
tl;dr Don't buy watch dogs, save $60.

Funny. I watched Gabe & Yahtzee's most recent "Let's Drown Out" series, and one of the subjects they covered was Watch Dogs.
Basically, it boiled down to "If a company is trying way too hard to push something, chances are they think it's actually complete garbage and are doing it to attract potential buyers before word of mouth spreads."
And judging from your experiences, they were totally right. Personally, I had no intent to buy the game anyway, but another forum I went to had like a 10-page topic on it.

From what I've seen, a reality hidden camera thing where they pranked people, closing down an entire street and an intersection to pull the prank off. And then they had Conan O'brian play the game. The game actually had a no reviews until release date rule. I guess by that time people can't cancel their pre-orders.

There are files in the game that make it look about as good as the E3 reveal 2 years ago. Enabling these does not appear to drop performance and in some cases makes it run a bit better.

The most likely explanation for this is that these graphics are unfinished. They likely ceased work on those better graphics once they found it they wouldn't work well on Xbox360 and PS3.
You'll notice in Total Biscuits video that the hacked game using these graphics are not perfect. There are lighting glitches and such.
