One description I heard of it was "A real time version of a turn-based strategy."

Basically, there are so many control options, and good enough AI, that it really feels like you're controlling things in turns, but it actually happens in real time as you give the orders.

I got another one
Dwarf Fortress.
It may have an incredibly large learning curve but once you get passed that its a pretty good game that fits the criteria you want.
