You need to open/forward TCP and UDP port 27015 on your router and any firewalls you have. If you need more help, post what kind of router you have.

You also need to give your friend your current external IP or let them search the internet list. They won't be able to connect via the friends list. Your IP can be found in the image below (it may change often depending on your ISP).

Or you can just jump on The Ville Gmod server and not worry about it.

Did you do what I said in my post? If you don't know how, post what kind of router you have if any.

Here's what you need to do:
1) Go to Start > Programs > Accessories > Command Prompt and type ipconfig to get all your system's network settings. You'll need the number listed next to IPv4 Address.
2) In your browser's address bar, enter 192.168.0.1, use admin for username and leave password blank (unless you've changed these). You should now be in your router's setup page.
3) Go to Firewall > Advanced and create a new firewall rule using the following info:
Enabled
Name: Steam
Action: Allow
Source: (Interface: WAN) (IP Range Start: *)
Destination: (Interface: LAN) (IP Range Start: The number obtained from step 1) (Protocol: TCP) (Port Range: 27015)
Schedule: Always

Leave everything else the way it is. Click Apply
4) Repeat step 3, but replace TCP with UDP

That should allow outside people to access your server using your external IP address. I'm not sure what D-Link router you have, but this should work. Make sure UDP and TCP port 27015 is open on any other firewalls. I hope that helps.
