This happened to me one time when I was running zone alarm. I removed zone alarm and the problem went away.

If your net graph shows something similar to this one here:
HELP!!!

if you have any idea what could go on, please let me know.

the issue is following:

I play as usual on the server, after a while the game gets stuck i can still read the chat and hear voice chat. but i cant send any data to the server, so no chat msgs or voice chat. the game itself gets stuck to. the players don't move anymore, the whole game play freezes.

here is a screen shot with an enabled net graph

any ideas very appreciated.
I am very sorry to say to you, that i don't know the answer for it. It mysteriously went away.

....I saw you trying to connect yesterday when I was on.

If I was you I would reinstall dod just to make sure everything is fine in that dept. Find your dod folder and delete it, then launch the game and it will re-DL all the default files. It's a pretty small game (file size wise) so dl-ing wont take long.

maybe a bad hop to the server?

run a trace route

go to your command prompt and type

tracert 63.209.36.69

if you see any high numbers or asterisks theres a bad hop.
