It uses TF2's own respawn system. The other plugin forced players to spawn exactly the number of seconds you set, meaning people spawn individually. The new plugin just modifies the wave time, meanng players spawn in groups as the game intended.
The way TF2 spawn waves work, you spawn up to double the wave time. Once you die, you wait for the current wave to finish before starting your own wave. So if the wave time is 10, you wait between 10 and 20 seconds.

It's currently in alpha but it's a the spirtual successor to observatory which is being made by the same guy.

cp_follower and cp_indulge. They both look pretty impressive and his earlier maps (cp_castle4,cp_stag, ctf_impact, ctf_mach4) were all excellent.

So, like, Icarus (creator of Observatory and Waste) totally released a CP version of his CTF vs. PLR map, CTF_Vector.

It's a three-stage map (like Dustbowl). Originally you had to take an Intel briefcase to each point, but now they're regular CPs.
