I'd almost like to see us switch to Competitive from Casual so that armor and defuse kits need to be purchased instead of freebies.

I agree with flash, anything that makes people have to spend more money or obtain less money i'm for. It's the standard AWPfest after a few rounds which is very irritating and not much fun.

Having to buy equipment will slow the appearance of the AWPfest by only one or two rounds at best.
One of my old leagues had a polite rule where you couldn't use certain weapon types once your K : D passed certain benchmarks.

It's not about getting rid of it, just slowing down the people who choose that as their primary weapon.
As for the K:D ratio that's just something that causes people to leave in a lot of cases. I guess it depends on how it's implemented, the ones i experienced would actually force people to worse weapons if they had a overly high K:D ratio. That unfairly punishes those that are decent or good at the game.
I was, however, a part of a clan that only had the AWP available on it's advanced servers. People just had to deal with normal sniper rifle in beginners and intermediate.

The main difference between casual and competitive aside from money is team size. Not only can you buy an AWP sooner in casual, but you have 10v10 meaning there are more AWPs. In 5v5, AWPs are not a problem.

10v10 is much better than 5v5, in my opinion. I like having big teams in CS - small ones just make it feel like you're constantly playing comp matches or something.
I also would prefer/support people needing to buy armor and kits. It's all part of the game.

And servers are always needed for competitive - it might mean more auto connections and use.
