I'm not so sure what is so hard about this concept for people. Use common sense. If you are doing something to someone you would consider camping if it was being done to you, stop doing it.
If people have no chance to respond to you attacks before they die, you are probably spawn camping. If you are defending their spawn DOOR (Note I say door, not spawn exit. Spawn doors on many maps in Dustbowl are not the spawn exits.) rather than the objective, you are probably spawn camping. This pretty much applies to both BLU and RED.
Lets say you are BLU on 2-2. If the point is not being capped, yet you are sticky trapping the alley exit, you are spawn camping. If you are making no move to cap the point and instead are ONLY attacking the door, you are spawn camping. If your teammates are capping the point and you are attacking there, that is no longer spawn camping (in my opinion at least) as you are actively playing the objective.
It all boils down to use common sense. Most of us are mature enough to know when we are doing something douchy that we shouldn't be doing. Play the game. Play the game fairly and nobody should have any problems.
