I turned some of the graphics/shadind cant tell the difference and I get about 60fps

I have vsync turned on, so mine stays at a consistent 60 fps. I should probably set my refresh rate to get an extra 15 fps. People always say to disable vsync, but I like the smooth lines over extra fps...

how do you change your refresh rate?

and what do u change it to

The refresh rate determines how often your monitor refreshes. Basically it's the FPS of your monitor. Different monitors and video cards support different refresh rates. My monitors support 60 or 75 Hz. If you have Vertical Sync enabled in the game, this will be the maximum FPS you can get since the game will wait for the monitor to finish refreshing before sending the next frame.

Check your display settings or control panel for your video card if it has one. You might want to check your monitor's documentation to find out what refresh rates it supports at your resolution first. Going too high may damage your display or something...
