I think most maps, at some stage in their development, are "orange maps." It's just easier to build maps with the generic orange/grey textures initially to work on sizes, shapes, etc. than trying to make everything look amazing the first time through and having it take forever.
As Carpe said, gameplay is the most important part, so that's what you need to work on first.

I really never had a problem with putting out a map with no textures, for just some quick gameplay testing. But, if you were to ask me to judge orange_x (I believe that is the name of the big open map) I would judge it as a failure as a TF2 map.
I say that for the same reason a lot of people don't like the map - it's a sniperfest map. TF2 is supposed to be about teams, but that map is a deathmatch map. Put the map out as a deathmatch map for a deathmatch type of game, it would be fine. But as a TF2 map - It is the one map that I will actually leave the server instead of playing.
