So this afternoon, Batman brought his PC over.
I thought it may be a Windows problem, so I attempted to reinstall windows, it gave me some COM+ errors and whatnot during the install. So I immediately thought it must be a memory problem. I ran memtest, and what do you know, a lovely red screen filled with errors. He has two sticks of memory and by the process of elimination I found the one that errors. I took his faulty memory out and put my brothers memory (which happens to be the exact same type) in. Memtest shows no errors, windows installed beautifully, and then installed all new updated drivers and updates without a problem. Got steam and his games downloaded, and some apps. Tried out Gmod and TF2 and both work. Should be good to go.

Thanks for the follow up. Good to know it was a hardware issue, though vexing, and not something viral. Although I suppose it took plenty of work and head bashing to figure out..
You're a good friend to help him build the system and diagnose a major problem like that. Kudos.
