You can use Windows Movie maker. It come preinstalled with Windows XP.
Go to Star > All Programs > Windows Move Maker

When the webcam is set up you can record video images and save them to a Windows Meta Video (WMV) format file.
View webcam video with Windows Movie Maker
The Windows Movie Maker program is designed to edit video files and record video images from a digital video (DV) camera, and does not support video input from a webcam or other analog device such as a VCR. Attempting to connecting to a webcam or importing a signal from a digital video camera will produce an error message that Movie Maker could not find a compatible digital video device. Most digital cameras use a firewire connection. However, Windows Movie Maker can display and edit files captured by a different program, like QuickPlay, that saved the file in the MPG and WMV formats.
To view and capture video from a digital camera with Windows Movie Maker, do the following:
1.
Click Start > All programs > Windows Movie Maker to open the Windows Movie Maker main window.
2.
Select File > Import from Digital Video Camera on the menu bar. The application will establish a connection to the camera and display the image.
3.
To adjust the video settings, click Tools > Options > Advanced to view the camera's video properties.
When the webcam is set up you can record video images and save them to a Windows Meta Video (WMV) format file.
