Make sure the aux power connectors for the graphics card (should be 6 pin, labelled pcie) are plugged in.

If they are, try moving the card to a different x16 slot, if there is one.

If that doesn't work, rma the card.

Well he texted me last night and said after the jumpers were plugged in correctly the computer beeps twice on startup. Since then I have not been able to get ahold of him. Am I correct in saying that would be the cpu?

Beep codes differ from on mobo to another.

In the particular case of the GA-970A-UD3, page 91 of the user manual has the codes: http://www.manualowl.com/m/Gigabyte/GA- ... 99?page=91

2 short beeps is an odd one - says it's a CMOS setting error.

If it's a cmos error he should reset it. There's usually a jumper or switch on the mobo to do that.

Well folks thank you again for all the help but I finally got a definative answer. He just took it to an IT guy to get it running. So thank you for sticking with me even though nothing really got resolved.
