Okay so this problem has been all over the place and I know I've made posts before but nothing seems to fully fix the problem.
Whenever I play something I usually end up getting lag at different times and at different levels, some games worse than others.
I'm running with AMD Athlon 64 X2 Dual Core Processor 4800 2.5 GHz
Windows 7 32 bit OS
XFX HD 6850 Graphics Card.
I also ran an internet speed test because we recently upgraded it and got this:
This still didn't help so I'm looking for input. What can I do to completely remove my lag problems?

step 1: open console
step 2: type "rate" and hit enter. This should tell you what your rate is currently set to. It should be set to at least 10000 if you have broadband.
step 3: type "rate 25000"
step 4: hit enter and close your console
try this and report if it improves things

Sorry I don't know similar commands for non-source or goldsrc games.

It could be your ISP, it could be your LAN and router, or something else entirely.

So are you having this problem with all your games or just Valve games?

Still BSODing?
Run memtest if you can boot to a cd for it. If you can't even do that check the PSU.
