Doesn't Dell use proprietary PSUs? I remember replacing one a few years back for a friend and had to cut away some of the metal on the case and re-drill screw holes.
Sorry don't remember the model number of the Dell, but remember it was a PITA.

My boss had decided against my opinion to order desktop cases which on the optiplex line is a small form factor case. So normal PCI cards are too tall. Dell sells and adapter that allows me to mount full hight cards sideways, it basically the same as that adapter.
But the case, MB combo you are doing is the best way to go.

although there is no picture. It is basically a L shaped adapter that allows me to put full height cards horizontal, where vertically on low profile cards would fit. It has one for PCIE and one PCI slot.
