Does the forum not adjust for DST/standard time?

I've selected eastern time zone, but the forum is still in DST mode (saying it is an hour before when it really is).

User Control Panel > Board Preferences > Summer Time/DST is in effect > No

Not sure why these ones aren't automatic...
