All Talk Manager

Wrote a small plugin that controls All Talk automatically on the Source Servers (added to all but TV11 for now).

It works this way:

Eight or more players, all talk is turned off, when a player fully connects.
Seven or less, all talk switches back on.
Admins can disable it in order to control all talk.

Let me know of any bugs as I wrote it in 15 minutes!
For example, not turning off when it is supposed to.

The point is to make seeding more pleasant.

Dog, do not pilfer JD's stash for signatures. Those are his.

and this is awesome btw. Makes seeding much better. However it was strange to see all-talk turned on warpath for a sec there.

If you count the players on, and they total seven, when the next player is fully in the game, it will switch off.
