I have been trying to figure out how to play recorded sounds while I am in game. There are a bunch of small MP3 and WMA files that I would like to play that are funny little ramblings. I am not doing it to annoy but to entertain. I can not figure out for the life of me how to play the sounds like as if I was talking.
Can anyone help a villun out?

The first result was a thread suggested using HLSS. They also stated that on their servers this behavior was grounds for instaban. You might want to talk to the admins before using it.

Thanks. I wasn't planning on mic spaming. I hate that. Just at key moments to make a smile every once and awhile.

We generally would advise against anything like that forced over the mic, or at least doing it for too long. I generally won't mind a couple second clip when a team wins or something, but keep it very brief and use it sparingly and you should be ok.
Best tip: if people say to stop, admins or no, you probably should

Exactly what I intended. Just some humorous quotes after victories and during restarts.

Apparently, what I wanted to do has been eliminated by steam.
Oh well.

Yeah...even in moderation it's generally frowned upon by most...
