I really wanted to play some CSS on a ville server but theres never anyone playing on it? And the bots are just boreing.....

There is usually Second Sunday Counter-Strike.

But not so much the rest of the time.

Second Sunday CS:S is the only organized Counter-Strike event held regularly.

Other than that your best bet is to invite people to play or just make an announcement in the Shout-Box that you're trying to get a game together and hope others see it and join.
