I do suggest you guys implement some sort of system that allows those who've spectated a match to get a guaranteed spot in the next one, though.
Good highlander maps: badlands, badwater, upward, snakewater(custom), coldfront (warmfront is also popular), pro_viaduct (or regular viaduct but pro is better and more optimized on slower systems), gravelpit, fastlane_pro (not regular fastlane, there's a lot of changes in the pro version that actually makes it a great map, compared to the original, which is crap)
I would suggest skipping harvest and nucleus if they come up as they don't seem to fit the game mode too well. Additionally, multi-stage maps like dustbowl, thundermountain, goldrush, and hoodoo tend to take a much longer time and can make the benched players get bored and quit, so I'd suggest to skip those as well.
