Levels on weapon updates...

I don't know if I missed this anywhere, but do the levels on the weapons mean anything to anybody? Does it really matter if it is a level 10 medigun or a level 5 minigun?
I am perplexed.

it has to do with what order you unlock them, the level 5 is the first weapon you unlock, 10 is the second, etc

Not true for the Pyro, all the alternates are level 10.

They've done interviews where they ask them what levels mean and they refuse to answer with anything but "We're not telling".
It means "something."
Whether that is relevant to your gaming experience or not is an entirely other question.

My memory is failing...
This is the section of the interview...
GC: *laughs* All right. When you unlock a new weapon, in an unlockable pack, it’s given a “level” when it lists on the loadout screen. Any hint as to what that might actually mean?
Weapon LevelEJ: No.
GC: No? Not a word?
EJ: No. No hints.
GC: Not a single one?
EJ: Well, to walk back from the system, there’s a set of criteria that’s applied to every one of the weapons based on what its abilities are. So, in the Medic’s case, the Ubersaw doesn’t crit, and it fires slower, but it gets you charge — all of that is combined to form a “level” for a particular item. It’s something that gives us flexibility down the road.

There were hints after the medic update that players would be able to get new weapons with semi-random modifiers, like a medigun with a faster heal or charge rate or a rocket launcher with a larger clip size.
