Does that mean friendly fire doesn't work for reflected rockets, or did a friendly pyro reflect it into me?

The rockets and the pipes change color and become enemy fire when reflected (i.e. blue rocket becomes red rocket when reflected). I don't think so for the stickies.

Can you angle the rocket or is it just a matter of sending it straight back?

The rocket travels in the direction you're aiming.

So if you hit it from the side, the Rocket does a 90-degree turn

i've seen someone die from bounced stickies, there's an icon for it. Dunno how its done though.

just find a demo that's camping out his stickys, make it look like you're gonna cross and just before he dets them, you push'em away
