I'm sure most people here already knows about this, but I stumbled on it the other day. It looks like a SourceMod app which is TF2 built based on a 2008 leak of the TF2 source code.

For the most part, it seems like it's just TF2 with most of the modern weapons and hats removed (there are still a few weapons), but they also added some game modes that I think quite a few Villuns have wanted for years, such as VIP escort mode (with a real civilian, not some other class taking that role) in addition to the game modes we are already familiar with. There are also 4-team modes including teams YLW (Yard Logistics Workers) and GRN (Global Radio Network).

It doesn't have matchmaking, which means games are joined primarily through a server browser, and it seems to have a pretty healthy number of players based on how full the servers seem to be.

Honestly, I not sure whether TheVille has a big enough community any more to be able to fill a server, and I don't think I'm willing to put the kind of time into seeding that I used to, but thought I'd put this out there anyway.
