The best burgers come from Tommy's. I have never seen them change the chili bucket; they just dump the new chili into the old (and are open 24/7).

After Tommy's, I would probably say Farmer Boy's, and then probably White Castle (In and Out makes a good burger, but they are kind of bland).

Sheetz. It's an east-coast thing, and yes, they are a chain of gas stations, but they have the best damn food.
