Any such system is so corruptible, markets need transparency and liquidity to function properly. TF2 item trading has neither.
If Valve wants to have a functioning market (and I'm not sure they *really* do want one), then stuff like this is inevitable.

But, as pointed out in the reddit, a few people could easily conspire to influence the voting, it would be a touch harder but the same possibility of manipulation is there.
This is the same as InTrade's political markets only easier - if there aren't enough transactions occurring it's easy for someone to manipulate the market.
