The server gets close to 0 traffic and gets no admin coverage. Votes are no substitute for admin coverage and are subject to abuse themselves. At this point I think it makes more sense to shut the server down.

Well it is interesting that we have so many folks that have NS2, but so few of us play it. I mean, if people really are interested in playing it/want to be informed of villun participation on the server, I would be more than happy to start spearheading seedings of the server. I just haven't seen any interest from folks (which is a major reason as to why the server is empty 90% of the day).
