We haven't been spawned on a plains biome for quite some time... previous ones have been a forest and a savannah with hills. Others I can recall include a lake in the middle of the woods, a swamp, and the shore of an island. A flat open area is the best, and avoids nastiness like people falling to their death, spawning in solid objects, or drowning on load-in. Only plains I specifically remember at this point was on the second map we ever did, and it was surrounded by mountains on two sides, and forest on a third. Maybe they are looking similar because no matter what they are, we end up flattening them out and removing all vegetation and verticality, because that's what's best for a spawn area?
