Confusion - what in the heck is a "reserved slot"?

So, let's imagine that someone has access to a reserved slot. What is it?

OK, if it's a slot on any of the L4DOD servers, how does it work? Someone holding one of these reserved slots gets into Steam, looks at the co-op server and sees 10/10, but still wants to play there. What happens next? Does his getting on kick someone off that server? How does he get on in the first place if Steam thinks the server is full?

1. Load up DoDS.
2. Alt Tab to this web site
3. Click on Reserved Slots System
4. You click 'Connect' on the server you want to connect to (eg tv15)
5. This will kick a poor non-Supporter who cannot reconnect because of the reserved slot being open
6. A reserved slot is kept open for 60 seconds
7. You join the game by clicking on join

The player selected to be booted is the person with the least time on the server and is not a supporter.

The other system we use (go in console and type 'connect tv7.theville.org') doesn't work in L4DoD as it kicks bots and it kicks a random person (not very fair)
