Players immune to kicking

So I was playing DoD last night--having a great time, as usual, on my 21st birthday in fact.
And then there was a player named Cat Burgular who was teamwounding like crazy. Everyone was complaining. I asked him to stop--he did it more--and I initiated a !votekick.
But he wasn't on the !votekick menu.
This isn't the first time this has happened to me--nor will it be the last--and this needs to be fixed.
Take this guy for example.

100 teamkills in the last 21 days and countless teamwounds. I'm sure there are other players who've seen it. Giving someone immunity to kicking is asking for this to happen.
90% of the L4DoD community is amazing and wouldn't take advantage of something like that. However, the saying goes--power corrupts.
of course, I'm not new to the internet. Pics or it didn't happen? I've got pics--5 screenshots for anyone interested.
I'm not trying to drag this particular player through the mud--although he does deserve a ban, he's just an example.

They're not immune. For some reason SourceMod has this issue, even for Admins.
The code is not ours, but SourceMod's.

Instead, you can do it from command line: sm_votekick "Cat Burgular"

Anyway, it is excessive and he has been given a 3 month holiday.

Thank you very much. I appreciate the quick response and decisive action, and I'm sure a lot of players from last night would extend their thanks if they could agree with my sentiment.
I would've just contacted you on steam, but you weren't online--it was pretty late. XD

If you ever have this problem again you could always ask an admin to come in and ban/kick him for you.
