Yep, exactly. TF2 is all about the flow of players to the battlefront. "Camping" here just disrupts the flow for a little bit. (In maybe 0.1% of games a whole team might actually get to set up camp outside spawn and really be jerks, but I've not seen that on these servers; it's at most an uber and then another that come back and hold folks back for a bit)

Edit: I'm not saying real spawncamping isn't wrong, just that it's a nonissue in the vast majority of TF2 games. Go after unbalanced teams and spawncamping won't be possible.
