The higher rate is only while you have multiple people in the uber state. So, flashing someone makes you drain at a higher rate for 1.5 seconds. I hope this answers your question Spanish.

About your medical duties when working with an Engie, I have a saying. "When the sentry is a beepin', it's the Engie you should be a peepin'" This is boatloads more important since they've nerfed dispensers (they don't "hold" an overheal anymore). When you hear the gun about to fire, heal the Engie.
In regards to ubering; be patient, do not pop it on the Engie- use it on a friendly initially but be ready to flash him. When Engies are taking fire from incoming uber I usually flash them at 50% health, instead of a much lower level. I feel it let's them know their Medic is watching them, and gives them confidence to hang in there and keep whacking at the sentry.
